You can assume labor costs to wire a building are around $120 per drop. (Fiber costs arount $500 per drop.)
While doing your design, keep in mind the code standard currently is category 5e UTP for horizontal cabling. Also switches and hubs with 10/100 mbps ports are as cheap today as ones with 10 mbps ports only.
